Microsoft has issued a critical out-of-band cumulative update (KB5070773) for Windows 11 users after reports surfaced that the October 2025 Patch Tuesday update (KB5066835) rendered the Windows Recovery Environment (WinRE) unusable. The emergency Windows 11 Update fix, as reported by Bleeping Computer, which began rolling out on October 20, restores functionality to USB-connected keyboards and mice that had stopped working within WinRE on Windows 11 versions 24H2 and 25H2.

What the emergency update fixes

According to Microsoft, the bug introduced by the October 14 Patch Tuesday update caused USB peripherals—including wired mice and keyboards—to stop functioning in the recovery environment, making it impossible for users to navigate repair or reset options. The issue did not affect devices within the normal Windows desktop but essentially made the recovery menu inoperable for affected users.

Microsoft’s KB5070773 update, which advances OS builds to 26100.6901 (24H2) and 26200.6901 (25H2), fully restores input compatibility in WinRE. It also bundles all prior security and quality updates from KB5066835, ensuring continuity for devices installing the fix.

The update is rolling out automatically via Windows Update, but Microsoft notes it may appear as optional before becoming required for all affected systems. Users can also manually install it through Windows Update or by downloading it from the Microsoft Update Catalog.

Enterprises and OEMs have been advised to use the Preboot Execution Environment (PXE) or Windows ADK/WinPE tools to deploy the patch on systems locked by the bug. If a device cannot install the update, temporary workarounds include using a touch keyboard or a PS/2 input device if available.

Additional fixes and known issues

Alongside restoring WinRE access, Microsoft’s latest guidance highlights fixes for related issues introduced earlier this month, including local HTTP/2 connection disruptions and Active Directory sync failures on Windows Server 2025.

However, the KB5070773 patch does not resolve all known issues—Microsoft still lists a partial fix for Digital Rights Management (DRM) playback errors affecting some Blu-ray and Digital TV apps that use Enhanced Video Renderer with HDCP enforcement.

Why it matters

The Windows Recovery Environment is essential for fixing startup problems, restoring from backups, and performing resets. Losing input functionality in this environment essentially locked users out of their recovery options, presenting a major reliability issue for IT admins and general users alike.

With the 25H2 release now officially rolling out, Microsoft’s swift response with KB5070773 ensures stability across its latest versions while preparing the platform for the upcoming November 2025 Patch Tuesday updates.
